金融庁は、みずほ銀行が暴力団関係者への融資（※資金提供（編注））を放置した問題で、同行が金融庁検査に対して事実と異なる報告をした経緯などについての再報告を判断して追加の行政処分を本格的に検討する。

 

資料を意図的に隠すなどの検査妨害が判明した場合は、銀行法違反（検査忌避）で刑事告発の対象にもなる。

 

みずほ銀行は、昨年１２月からの検査に関連して求められた１回目の報告で、問題の融資を把握していたのは担当役員止まりだったとしていた。

 

しかし、実際は当時頭取だった西堀利氏も把握していたことを佐藤康博頭取が今月８日になって明らかにしたため、金融庁は１０月２８日を提出期限として異例となる２回目の報告命令を出した。

 

今後の焦点は、故意に事実と異なる報告をしたのか、みずほ銀行が主張するような「初歩的なミス」だったかどうかだ。

 

金融庁はこの問題ですでに９月２７日に業務改善命令を出しているが、再報告で重大な事実が新たに判明した場合には「業務停止命令など追加で行政処分する」（幹部）方針だ。

 

ただ、単なる過失と認定されれば、追加処分がない可能性もあるという。
