Le PDG de l'AFP entame son deuxième mandat à la tête de l'agence de presse. Malgré la pression sur les prix, l'AFP est rentable et veut profiter d'une année 2014 riche en événements sportifs pour prendre une longueur d'avance.



LE FIGARO.- Vous entamez votre deuxième mandat à la tête de l'AFP. Comment avez-vous réformé cette institution?



Emmanuel HOOG.-L'AFP est assise sur des bases très solides mais j'ai mis l'accent sur le développement de la vidéo et du chiffre d'affaires à l'international. Aujourd'hui, l'international représente 55 % de notre chiffre d'affaires commercial contre 50 % quand je suis arrivé. Nous diffusons 200 vidéos par jour, toutes langues confondues. Ce volume a triplé en quatre ans. C'est grâce à la vidéo que nous pouvons décrocher de nouveaux contrats à l'étranger en Amérique du Sud, Europe et Asie.



L'AFP présente sa nouvelle offre de sport pour les JO de Sotchi et la Coupe du monde au Brésil. Allez-vous y intégrer Twitter?



Le sport est un domaine d'excellence de l'AFP car nous suivons le football, un sport à rayonnement international, mieux que nos concurrents américains Associated Press et Reuters. Le sport représente déjà 25 à 35 % de notre offre mais 12 % de notre chiffre d'affaires car nous ne vendons pas encore le sport sous forme de fil dédié sauf dans quelques pays étrangers. Notre grand projet est de commercialiser maintenant la thématique sportive au sens large (résultat, économie, social et people) sous forme de fil autonome et à travers des applications. L'AFP veut devenir le leader mondial des agences de presse dans le domaine du sport. L'agence de presse de demain doit à la fois rester généraliste et aussi disposer d'un domaine d'excellence, comme Reuters l'est dans l'économie. Nous, c'est le sport.



Twitter est-il un concurrent?



Non. Twitter est un acteur majeur de l'économie de l'information. Mais Twitter crée du bruit et de l'incertitude. Notre métier est de vérifier les informations. Comparer Twitter à un fil d'actualité n'a pas de sens! Nos dépêches font plus de 140 caractères et ne se limitent pas aux faits mais les replacent dans un contexte et donnent des explications. Nous sommes une agence de presse, une news agency au sens anglo-saxon, nous existons depuis plus de 180 ans et nous avons connu beaucoup de changements comme l'apparition de la radio, de la télévision, de l'Internet et maintenant des réseaux sociaux. Nous devons développer des passerelles avec Twitter mais nous restons un acteur majeur de l'information.

Que représentent les télévisions et l'Internet dans votre activité?



Les télévisions et les sites Internet représentent près de 30 % de notre chiffre d'affaires commercial. Mais, comme les autres clients, ils sont encore avant tout clients du texte et de la photo. La vidéo représentera cette année 6 % de notre chiffre d'affaires contre 0,3 % il y a dix ans et moins de 1 % en 2006. Pour notre concurrent AP, cela représente déjà 25 %, nous allons donc continuer à grandir dans ce domaine.



Vos clients médias vous reprochent de les concurrencer sur le marché grand public.



J'ai toujours dit que l'AFP devait être présente sur Internet. Nous avons totalement refondu notre site afp.com et développé des applis grand public à l'étranger. Internet est important pour développer la notoriété de notre marque à l'étranger et donc pour gagner des parts de marché.



L'AFP est difficile à gérer socialement. Comment est le climat actuel?



Nous sommes une entreprise de coûts fixes et en raison de la déflation des prix des contrats et de la conjoncture économique nous devons adapter nos coûts, tout en gardant intactes nos forces de production éditoriale. Nous avons entamé une négociation sociale pour voir comment adapter l'AFP à ses défis stratégiques et concurrentiels.



L'AFP est-elle rentable?



Oui, nous dégageons une marge de 5 % sur un chiffre d'affaires de 290 millions d'euros, nous devons l'augmenter pour faire face aux nécessaires investissements technologiques d'une quarantaine de millions d'euros sur cinq ans. Et quand je vois que nos concurrents licencient ou font face à des déficits importants, nous devons redoubler de vigilance pour garder cette profitabilité.



Bruxelles a ouvert une enquête vous reprochant de toucher des aides de l'État. Quel est le résultat?



Nous en sommes dans la dernière ligne droite. Bruxelles devrait édicter prochainement les mesures que l'État français doit prendre. Aujourd'hui, l'État verse une dotation sous forme d'abonnements au fil de l'AFP de 120 millions d'euros par an. Nous avons démontré que la mission de l'AFP est une mission d'intérêt général. La Commission européenne devrait entériner les modalités de calcul du coût de cette mission d'intérêt général, l'État restant par ailleurs client de l'AFP. Cette clarification permettra de pérenniser et de sécuriser notre financement.



L'État va-t-il réduire ses abonnements en 2014?



Le projet de loi de finances prévoit au contraire une légère augmentation à 123 millions d'euros.

Greece to stay in recession in 2014, may need new bailout: OECD

Athens — Greece will remain mired in recession in 2014 for a seventh straight year, and is likely to need more financial assistance, the OECD said on Wednesday, in contrast to forecasts by Athens.

 

The Organization for Economic Cooperation and Development said the Greek economy would contract by 0.4 percent, and said Greece was likely to need additional aid.

 

"The need for further assistance to achieve fiscal sustainability cannot be excluded," the OECD said.

 

"If negative macroeconomic risks materialise...serious consideration should be given to further assistance to achieve debt sustainability," it said.

 

Greece last week unveiled a budget in which it said the deep recession in the economy would end next year with 0.6 percent growth, following a 4.0-percent contraction in 2013.

 

But the budget was tabled without Athens having reached a full agreement with auditors from the International Monetary Fund, the European Central Bank and the European Commission.

 

In a separate study, the OECD said Greece's crisis-hit economy could gain by at least 5.2 billion euros ($7 billion) if hundreds of trade restrictions were abolished.

 

The organization said it had found 555 regulatory restrictions that were "potentially harmful" to competition, in a study commissioned by the conservative-led Greek government.

 

The sectors examined were food processing, retail trade, building materials and tourism, which account for 21 percent of the Greek economy and almost 27 percent of total employment, according to 2011 figures.

 

"If the particular restrictions are lifted, the OECD has calculated a positive effect to the Greek economy of around 5.2 billion euros," the organization said.

 

"But the positive effects on the Greek economy over time are likely to be far greater," it said.

 

Among the recommendations are the full liberalisation of Sunday trade, which is currently restricted to a handful of pre-holiday sales periods.

 

The move is opposed by Greek trade associations on the grounds that most businesses are family-operated and are unable to hire more staff owing to persistently poor sales, made worse by recession and three years of tax increases.

 

The OECD also suggests the abolition of taxes on advertising, flour and cement and the liberalisation of prices for over-the-counter medicine and dietary supplements.

 

The coalition government of conservative Your Prime Minister Antonis Samaras is attempting to push through legislation liberalising the trade and labour sectors.

 

But the government has a slim majority in parliament and faces the threat of internal dissent, in addition to frequent strike action from unions.

Real Madrid will almost certainly be without Cristiano Ronaldo as they look to mathematically seal their place in the Champions League last 16 at home to Galatasaray on Wednesday.

 

The Spanish giants are virtually already in the knockout stage as they would need to lose their remaining two games heavily having beaten Galatasaray and FC Copenhagen 6-1 and 4-0 respectively on matchday one and two.

 

However, they can also guarantee first place in Group B with just a point against the Turkish champions.

 

Ronaldo is unlikely to be risked as he suffered a minor thigh injury in Madrid's 5-0 destruction of Almeria on Saturday.

 

The Portuguese had given the visitors the lead in that game to continue his sensational scoring form of late that has seen him net 32 times for club and country already this season.

 

Despite Ronaldo's withdrawal just after half-time with the score 1-0, Real shrugged off his departure to fire in four more goals in the final half hour with Gareth Bale among the goalscorers.

 

That was the Welshman's fourth goal in five games as he begins to find his feet in the Spanish capital after his reported 91 million euro ($123 million, £76 million) move from Tottenham Hotspur in September.

 

Bale's return to form has coincided with Madrid's best spell under the tutelage of Carlo Ancelotti as they have racked up 20 goals in their last four league games.

 

However, with Los Blancos still trailing Barcelona by six points in La Liga, many believe their best chance of a major trophy could come in the Champions League.

 

Madrid have fallen short at the semi-final stage in each of the last three years as they desperately go in search of their 10th European crown and Ancelotti admits becoming the man to end their 14-year wait for the Champions League is a motivating factor.

 

"The 10th European Cup is not an obsession, but a motivation," he told The Times.

 

"For the club it's very important. The last time Real Madrid played in the final was 2002. For a club like Real Madrid this is not good.”

 

Twenty-year-old rising star Jese Rodriguez is expected to get his chance in Ronaldo's absence with Bale possibly moving over to the left rather than on the right side of Madrid's attack where he has prospered in recent weeks.

 

Galatasaray, meanwhile, travel to Madrid hoping to take a huge step towards joining Real in the last 16.

 

Roberto Mancini's men are currently tied with FC Copenhagen in second place on four points, one ahead of Italian champions Juventus.

 

And the former Manchester City manager is desperate to set up a showdown for second place against his compatriots from Serie A in what is sure to be fiery atmosphere in Istanbul in two weeks time.

 

"I am confident. I think we need to improve as a team, but I hope we can get a good result in the next game," he told Uefa.com.

 

"Probably we will play for everything in the last game against Juventus, but in football you never say never."

Riga — Latvia's prime minister resigned on Wednesday, in the wake of a supermarket roof cave-in that killed 54 people, just weeks before the country enters the eurozone.

 

The political thunderbolt announced by Prime Minister Valdis Dombrovskis effectively put an end to Latvia's government.

 

Latvian President Andris Berzins said he would "begin negotiations on the formation of a new government next week", ruling out an immediate election.

 

The next parliamentary elections are set for October 2014.

 

The November 21 store collapse was Latvia's worst-ever peacetime disaster, leaving the Baltic state of two million people reeling.

 

"Considering the tragedy and all related circumstances... a new government is needed that has the clear support of parliament," Dombrovskis told reporters as he fought back tears.

 

"Therefore I have submitted my resignation from the post of prime minister," he said after a meeting with Berzins.

 

Latvia enters the eurozone on January 1, an unpopular move that Dombrovskis made a policy cornerstone for his administration.

 

He insisted Wednesday that euro adoption played no part in his decision to leave and denied media speculation Berzins had demanded he step down.

 

"I've given a great deal of thought to the political and moral consequence of what happened," Dombrovskis said referring to the disaster, adding would stay on as a care-taker prime minister until a new administration was formed.

 

Dombrovskis said that although he was not prepared to head another government himself, he wanted his centrist Unity party to be part of the future governing coalition.

 

"I'll probably resume my duties as a member of parliament but that matter requires more thought," he added, without elaborating.

 

Analysts said Wednesday his surprise resignation only ramped up political instability as the country is poised for a currency switch.

 

"It's going to create a certain amount of chaos. Most probably Latvia will join the eurozone with a caretaker prime minister in charge," analyst Ivars Ijabs of the University of Latvia told AFP.

 

"The next coalition most probably will be the same (as the existing one) but with the addition of the Greens and Farmers' Union," he told AFP.

 

"But no-one really knows. I spoke to a couple of politicians an hour ago and they didn't know," he said, adding Dombrovskis had "no clear successor."

 

The 42-year-old physicist, respected for his squeaky clean politics, was Latvia's longest-serving prime minister since it won independence from the crumbling Soviet Union in 1991.

 

Berzins and top security officials are to meet on December 4 to discuss the fallout from last week's deadly collapse.

 

Questions and tears

 

Fifty-four people died and 40 others were injured when the roof of a Maxima supermarket came crashing down last week in the Zolitude suburb of the capital Riga.

 

Early Wednesday, hundreds of Latvians braved the bitter cold to pay their respects to the three firefighters killed in the disaster.

 

Sirens rang out across the city as their coffins emerged from the Dome Cathedral in Riga's old town.

 

Firemen Edgars Reinfelds, Sergejs Iziks and Vilnis Steinitis -- aged 25, 44 and 36 respectively -- died when another part of the roof collapsed while they searched for victims of the first cave-in.

 

Clutching a bouquet of white lilies, parliamentary speaker Solvita Aboltina shivered as she told AFP: "We need to do everything in our power to make sure no one else has to die for us in this way."

 

The premier's resignation comes amid growing pressure to find the cause of the collapse, with debate focused on whether sub-standard materials were used in construction or if the award-winning project contained a design flaw.

 

The central government and city council have each announced separate investigations into the disaster.

 

The Maxima supermarket chain is also facing tough questions.

 

It initially claimed to have been leasing the building but has now admitted to owning it, apparently via a complex system of offshore holding companies.
